REQUIREMENTS FOR CITIZENS' APPEALS

In accordance with the Law of the Republic of Belarus "On Appeals from Citizens and Legal Entities" dated July 18, 2011 No. 300-Z, a written (electronic) appeal from a citizen must necessarily contain:

• the surname, proper name, patronymic or initials of the citizen;

• the address of the citizen's place of residence (place of stay) and (or) place of work (study);

• statement of the essence of the appeal;

• personal signature of a citizen;

• The e-mail address must contain the citizen's e-mail address.

Written (electronic) appeals remain without consideration on their merits, which :

• are not presented in Belarusian or Russian;

• do not contain the surname, proper name, patronymic, address of the citizen's place of residence;

• contain unreadable text;

• contain obscene or offensive words or expressions;

• they are subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation defining the procedure for administrative proceedings, legislation on administrative procedures, or in accordance with legislative acts, another procedure has been established for filing and considering such appeals;

• contain issues unrelated to the activities and competence of OJSC Smorgon Assembly Plant;

• the deadline for filing a complaint was missed without a valid reason;

• a second appeal has been filed if it has already been considered on its merits and it does not contain new circumstances relevant to the consideration of the appeal on its merits.;

• Correspondence with the applicant on the issues set out in the appeal has been terminated.  

 

Oral appeals may be left without consideration on the merits if:

• The applicant's identity documents have not been presented (documents confirming the authority of the applicant's representative);

• The requests contain issues that are not within the competence of the organization hosting the personal reception;

• During the personal reception, the applicant has already been given an exhaustive answer to his questions, or correspondence with this applicant on such issues has been terminated;

• The applicant may use obscene or offensive words or expressions during a personal reception.
